Hours and General Information
The Area Plan Department is open from 8 a.m. to 4 p.m. on all County working days.  If you want to get a building permit you can apply in person for a permit until 3 p.m. and generally will get the permit back before you leave (some exceptions are new homes and commercial building permits).  You can also drop off, fax, or scan and email a completed permit application (see the forms section of the Department website) and it will be ready for you to pick up the next day (we may need to contact you with a few questions).  If you are applying for a special exception, variance, or other business that will need the attention of the Area Plan Commission or Board of Zoning Appeals, you are encouraged to meet with our director and to apply by the filing deadline for the next APC/BZA meeting - the filing deadline is generally in the middle of the month prior to the month you want to have your petition heard.  Inspections required for most permits issued.  Please make sure to call for inspections when required, or penalties may be assessed.  This is for your safety and the protection of your property.  Inspections are scheduled from 8 - 12 a.m. and generally can be accommodated the next working day.  For more information about Department policies and requirements for permits, inspections, and other actions, contact the Area Plan department at 765-668-4765.

Duties and Responsibilities

Grant County Area Plan is a multifaceted planning organization established under Indiana Area Planning law and includes:
  • Area Planning Department staff
  • Area Plan Commission Board
  • Board of Zoning Appeals Board
  • With planning jurisdiction over the communities of:
    • Jonesboro
    • Fairmount
    • Matthews
    • Upland
    • Van Buren
    • Sweetser
    • Unincorporated Grant County 

Duties of the Office include but are not limited to:
  • Maintain zoning maps 
  • Enforce ordinances including the zoning and subdivision ordinances,  as well as the ordinances for animal feeding operations, wind energy conversions, and wireless facilities
  • Maintain master and comprehensive plan 
  • Issue and maintain improvement location and building permits (The Cities of Marion and Gas City issue their own permits) 
  • Issue and maintain change of use and substitution applications 
  • Inspect structures according to current Indiana Building Codes 
  • Inspect and enforce any violations to the zoning ordinance (i.e. building too close to property lines, illegal business, home occupations)
  • Take petitions for re-zoning, subdivisions, variances and special exceptions and
    • Gather all information necessary for the petition 
    • Gather data on the site the petition is requested for 
    • Gather any data the board members request about the petition
